Quebec Health and Welfare Commissioner

As Health and Welfare Commissioner, Joanne Castonguay informs government authorities and the public about the context, issues and performance of Quebec’s health and social services system. She also advises on the choices that need to be made to adapt this system to better meet the needs of the population.

In January 2022, the Health and Welfare Commissioner released her report on the performance of Long Term Care services during the COVID-19 first wave pandemic. In addition to identifying the causes of Quebec’s poor performance, the report identifies seven recommendations for a major transformation of the health system.

The Quebec government now has a duty to act differently.
